Project Summary - U.S. Army Program Manager for Elimination of Chemical Weapons
Our program management expertise can be seen in our work with The U.S. Army Program Manager for Elimination of Chemical Weapons (PM ECW). This client manages the demilitarization and disposal of the U.S. stockpile of lethal and incapacitating chemical warfare agents and munitions. PM ECW also manages the destruction of non-stockpile chemical warfare and related materials.CRGT has supported PM ECW in its mission since 1998, providing a variety of program management, knowledge management, information systems, configuration management, help desk, network management, and network security services. Over the years, we’ve forged a strategic partnership with this program’s senior government executives and in-house IT professionals, who rely on us to define, design, and deploy strategic solutions to effectively address complex IT infrastructure, network, and help desk issues. For example, in the area of program management, we’ve:
- Assembled four core on-site teams and appointed Team Leads for each. We continue to develop and manage those teams to provide PM ECW with the IT expertise necessary to meet Program mission requirements. The hierarchical organization of the core teams and their leads empowers members to express their opinions and share lessons learned. It also enables the customer to consult with the subject matter expert in the area in question. Our customer has found this approach very effective and prefers to “go to the source” when there are questions.
- Developed a comprehensive Project Management Plan that identifies deliverables, schedules, statues, and operating costs.
- Instituted a weekly Team Lead meeting to share progress and concerns among the four core teams. We also produce monthly progress reports and enter them into PM ECW’s Integrated Planning and Management System, which serves as their invoicing and cost-forecasting mechanism.
- Focused technology implementations on optimizing processes and other operational considerations, rather than simply throwing the latest technology at a problem. Our high-level strategic thinking and contributions have directly resulted in the measurable success of several projects, including PM ECW’s computer migration, Public Web redesign, and workflow implementation.
